“Baby Olivia” bill will educate students grades 5-12 on the value of life.

In a bold affirmation of life and family values, Governor Kim Reynolds has signed the Prenatal Human Development Education Bill (Senate File 175)—known nationally as the “Baby Olivia” bill—into law. With this signature, Iowa becomes the fifth state in the nation to require public schools to teach students in grades 5–12 the truth about life in the womb. 

This pro-family, pro-life legislation was a top priority of The FAMiLY Leader during the 2025 legislative session. Its signing marks a major step forward for the pro-life cause in Iowa—and for educating the next generation about the value of life in the womb.

What’s next for schools and students

This legislation will help educate Iowa’s students with the truth about life in the womb with a compassionate, science-based approach. These videos will show prenatal development from the moment of fertilization, using ultrasound footage and computer-generated imagery to emphasize the humanity of the unborn. 

While the law does not call for a specific video, “Meet Baby Olivia” is expected to be a leading choice in classrooms. A medically reviewed animation created by Live Action, “Meet Baby Olivia” shows the development of a baby from a single cell—with a beating heart, brainwaves, fingers and toes.

The bill also includes safeguards banning materials from organizations that promote or perform abortions from being used in the classroom. 

Why this bill matters

The passage of this bill is not only a legislative win—it’s a cultural one. The FAMiLY Leader played a central role in developing and advancing this legislation, which impacts those both inside and outside the Church. 

“More than 40% of women who get abortions attend church regularly,” Vander Plaats said. “The Church must not stay silent. This is our moment to proclaim truth, offer compassion and take action.”

The Church has a vital role to play in the pro-life movement—leading with conviction and care to help the next generation see the humanity of life in the womb.

“When the Church leads with grace and truth, culture takes notice,” said Greg Baker, Executive Vice President of The FAMiLY Leader and Founding Director of the Church Ambassador Network. “This new law is an opportunity for the Church to help young people see that every life matters, from the moment of fertilization.”

With this law, Iowa becomes the fifth state committed to science-based, life-honoring education. The FAMiLY Leader remains at the forefront, committed to ensuring that our children are taught not only what is true—but what is good.
